CELLA Regulation

Purpose

The official name of the academy is Cebu English Language Learning Academy (CELLA), of which there are 2 campuses. The 1st Premium Campus is located in the A.S Fortuna area and the 2nd Uni-Campus is in the Talamban area. The following are CELLA school rules and regulations for the safety and successful training of students studying in the school.

Student Duty and School Immunity

01. CELLA students are obliged to abide by all school regulations and may be warned or expelled from the school in case of a rule violation.
02. CELLA students shall check the bulletin board and shall be obliged to comply with the corresponding matters.
03. CELLA students must comply with the management policy of the academy and may be warned or expelled if they do not comply or are deemed to have no will to study.
04. CELLA students must directly sign up for international student and traveler insurance in preparation for safety accidents during the training period, and CELLA shall not be held liable for any accidents caused by non-insurance or personal actions.
05. CELLA shall not be held liable if the services contracted to be provided by CELLA are not provided due to natural disasters or force majeure.
06. With the end of the student's training period, the responsibility of the academy will be terminated.

Refund measures after expulsion from school

If a student is expelled from school by CELLA for improper conduct, violation of regulations, etc., no refund will be made, and he/she shall be checked out by 13:00 the following day after the final notification.

Regulations for Registration and Refund

Regulations for Registration and Refund Before Departure

* The registration fee paid when applying for admission is not refundable.
* All expenses must be paid up to four weeks before the date of admission. (registration will be cancelled if deposit is not made within the period)
* After applying for admission, changes to the opening date, course, dormitory, etc. can be made once, and a change fee of $150 will be incurred from the second time.
* Cancellation three weeks before the date of admission will be refunded after tuition is excluded.
* Cancellations made two weeks before the date of admission will be refunded after excluding tuition fees and one week dormitory fee.
* Cancellation 1 week prior to admission date will be refunded after excluding tuition and 2 weeks' dormitory fees.
* It is impossible to carry forward or transfer.

Regulations for Refunds After Departure

* Students have to submit the document about changes or refunds to school or agency.
* Actual expenses for registration, textbook, pick-up, SSP, visa extension and so on cannot be refunded.
* The refund unit should be "weekly" and the week the application is made won’t be included in the refund. (Ex: Apply on Monday, the refund policy will be applied on Monday 2weeks later)

* If the registration training period is less than 4 weeks or less after the commencement of the training, no refund will be made
* If studying period passed is less than 25% of the whole period, CELLA may give students 50% refund
* If studying period passed is over 25% but less than 50% of the whole period, CELLA may give students 25% refund
* If studying period passed over 50% of the whole period, there is no refund
* If cancellation is unavoidable due to own or family has an accident or illness, 50% refund of remaining tuition and housing costs will be given back to the students if proven (requires a medical certificate).

* There is no refund for students dismissed by the school.
* The refund will be processed within 4 weeks. Students will get refund through the agency.
* Students cannot sell or give their remaining period to other students.
* Changing course or transferring dormitory type is not refundable.
* CELLA should be informed 4 weeks ahead of any extensions and payments must be given not later than 2weeks.

Regulations for Postponing

* Postponing the rest period needs at least 4 weeks period.
* After postponing, students can come back to school within 6 months with prior checking of dormitory room.
* If students postpone their period, they have to pay local fees again such as pick-up, SSP, visa extension etc.
* School does not pay the postponed period because it is replaced by providing classes.
* Students have to re-enter the school within six months from leaving and not allowed to apply for re-entry afterwards.
* If dormitory room is unavailable, it is impossible to re-enter the school.
* It is impossible to refund if students cannot re-enter school due to a full dormitory.

Academy Regulations

01. CELLA has the unique authority and the right to change the opening date, course curriculum, programs, and regulations when deemed necessary due to unavoidable circumstances. In addition, non-regular programs may be subject to change or termination depending on the local situation, and no compensation or refund is made.
02. Classes are offered on a 5 days basis from Monday to Friday, and classes are not held on holidays and national holidays in the Philippines, and no compensation is made for them. (Classes are not available on Progress Test day which is once a month.)
03. If the student is late for ten minutes after the class begins, the student is automatically absent and the class canceled, and a warning is issued if the student is absent without leave for more than five times a week.
04. Students who are late for classes and frequent absenteeism may have disadvantages in changing classes.
05. A certificate of completion will not be provided if the total attendance is less than 80% or if the Progress Test was not taken. (A certificate is not available when a student is expelled from the school.)
06. All authority over the assignment and replacement of teachers for reasons such as resignation, absence, leave, sick leave, tardiness, etc. lies entirely with CELLA. (Native English teachers can be replaced by Filipino teachers, depending on the circumstances of the academy.)
07. All students must attend class, and if they are absent due to health problems or other reasons, they must notify the office in advance and obtain permission.
08. If the teacher and/or other students and staff have caused mental and physical damage, they may be warned and in some cases expelled from school.
09. You must dress yourself neatly before attending class. Please refrain from wearing too short skirts, shorts, and slippers, and please observe the minimum etiquette in class.

Dormitory Regulations

01. The designated check-in is Sunday; check-out is until Saturday 13:00. Failure to check out by the given time will incur charges for an additional stay.
02. The assignment of dorm rooms is basically CELLA's unique authority, and all students must live in the given room after admission unless CELLA has a universally acceptable reason.
03. All students must observe the prescribed curfew.
04. In order to protect other people's academic and private lives, they should not enter other people's dorm rooms, and if they cause harm to others in violation of this, a warning is issued.
05. Access to rooms between the opposite gender shall be prohibited, and immediate expulsion shall be made in case of violation, and no refund shall be made.
06. Warnings are issued for the act of making a needless disturbance in the dormitory, bringing alcohol into the academy, and drinking, and the confiscated liquor is not returned.
07. If a student damages or breaks a dormitory facility at his or her discretion, he or she has to reimburse CELLA for the damages incurred.
08. With the authority of the CELLA, staff can check their rooms regularly or unexpectedly without the permission of the student for facilities and other reasons.
09. Individual students are not allowed to relocate or remove furniture and items in the dormitory, and all acts of damage to rooms, such as scribbling and stickers, shall be prohibited, and compensation shall be taken.
10.Inside the dormitory, pets are not allowed, unauthorized outsiders are strictly prohibited, and warnings and expulsion can be made in case of violation.
11. When you go out, lock the door thoroughly, and you are responsible for any unproven loss or theft.
12. Students may be asked to move to a room for business reasons pertaining to room management (such as room repair, student registration, etc.), and the student must comply.

Living Regulations

01. The student himself is responsible for all disadvantages caused by not seeing the academy announcement.
02. Outings during the week and staying out overnight are basically not allowed, and in special cases such as hospitals and post offices, you can go out after you fill out your gate pass form.
03. In the event that drinking interferes with other people's studies or causes disputes, loud voices, damage to property, or fights among students, the student shall be warned or expelled in accordance with the regulations.
04. Smoking is only available in designated places and a warning can be issued in case of violation.
05. If you enter the casino (regardless of whether you play a game or not), are involved in theft or other illegal activities, you will be expelled immediately.
06. CELLA shall not be held responsible for any loss of life, damage to all actions taken without prior permission from CELLA.
07. The student himself/herself is responsible for all accidents, losses or diseases that occur outside (when traveling and going-out), and CELLA shall not be held liable for any of them.
08. CELLA may call the student's attention or give a warning if they are not interested in the class, such as breaking the set rules, being absent without permission, violence, or bad attitude, or if they are deemed to interfere with the creation of an academic atmosphere. CELLA has the authority to dismiss the student if these behaviours are not corrected.
09. CELLA shall have the authority to immediately dismiss the student without warning if he/she causes damage to CELLA by leading, instigating, or holding a rally for disturbing purposes, and CELLA may seek claims for damages.
10. In the event of damage to property of the academy due to the student's negligence or carelessness, the student shall be liable for compensation.
11. Warning and expulsion actions will be posted on the bulletin board.
12. Students will be expelled from school on the fourth warning after receiving the first to third warnings.
13. Students who have been expelled from school must be checked out by 13:00 the next day.
